Maintenance support pool allocation
A maintenance support pool equals 50% of total breakdown maintenance cost across the network. Allocate the pool to plants in proportion to their breakdown downtime minutes only; planned maintenance earns nothing. Reconcile allocations to the pool and report each plant remaining unfunded breakdown cost.
