Cost-support pool allocation
A temporary cost-support pool equals 50% of total positive hospital direct-cost overruns against budget. Allocate the pool proportionally to positive overruns only; hospitals at or below budget receive zero. Reconcile allocations to the pool and calculate each hospital remaining unfunded overrun.
