Rate and mix decomposition of collections allocated to encounters
Decompose the change in collections allocated to encounters per encounter between the latest two years into within-department rate and department-mix effects. Retain departments with encounters in both years. Use prior-year shares for the rate effect and latest-year rates for the mix effect; reconcile both effects to the overall rate change.
